Punjab Municipal Development Fund Company (PMDFC) Jobs 2025 — Senior & Deputy Program Officers, Regional Program Coordinators, Program Officers, Quantity Surveyor, Research, Admin & Accounts (Lahore & Region-Based)
The Punjab Municipal Development Fund Company (PMDFC) is hiring qualified, experienced, and mission-driven professionals for its upcoming municipal services program across Punjab. Openings include Senior Program Officer (Sewerage & Drainage), Senior Program Officer (Environment & Social Management), Regional Program Coordinator, Program Officer (WATSAN), Program Officer (Social Management), Program Officer – Coordination, Deputy Program Officers (WATSAN, Environment Management, Social Management, Institutional Strengthening, Gender, Occupational Health & Safety), Research Analyst (Environment & Social Safeguards), Research Associate (Finance/Planning), Quantity Surveyor, Admin & Accounts Assistant, and Associates Accounts. Most positions are Lahore-based with region-based field assignments as noted.
Introduction
PMDFC supports local governments in Punjab to build resilient urban infrastructure and healthy cities. The new recruitment drive strengthens teams working on water supply, sewerage & drainage, solid waste, environmental and social safeguards (ESF), institutional strengthening, gender inclusion, and occupational health & safety (OHS). These are contractual roles with competitive packages and defined growth.
Posts require HEC-recognized degrees (usually 16 years of education) and post-qualification experience in engineering, environmental/social sciences, economics, business, finance, law/policy, OHS, or related domains.

What you’ll do — role snapshots
Program & Senior Program Tracks
- Plan, design, review and supervise urban infrastructure (water supply, sewerage and drainage, roads/culverts, SWM).
- Prepare and evaluate PC-I/PC-II, bid documents, TORs, technical specifications, and cost estimates; support procurement per PPRA rules.
- Ensure compliance with the World Bank ESF, GoPunjab environmental rules, and municipal by-laws; lead IEE/ESIA, environmental monitoring, SAR/SMPs and RAPs.
- Coordinate with municipal corporations/authorities, consultants and contractors; track milestones, payments and quality.
- Strengthen institutional capacity, SOPs, service standards, grievance redress, and gender/social inclusion measures.
Regional Program Coordination
- Act as the frontline PMU representative in assigned districts; align city projects with program logframe and annual work plans.
- Conduct field reviews, compile progress dashboards, and escalate bottlenecks.
- Mentor municipal counterparts on O&M planning, asset registries, and citizen feedback systems.
OHS & Safeguards
- Implement OHS plans, HIRA, toolbox talks, incident investigation, and emergency drills.
- Monitor contractor compliance; maintain checklists and KPI-based performance reviews.
- Integrate OHS with ESF instruments and contractor ESHS requirements.
Research, Finance & Admin
- Research Analyst/Associate roles convert field data and policy notes into actionable insights for safer, inclusive, and climate-resilient urban services.
- Admin & Accounts Assistant/Associates Accounts keep the program financially disciplined with vouchers, reconciliations, payroll support, vendor documentation, and audit readiness.
