Role Purpose:
The Finance Manager is responsible for ensuring that TransKarachi’s finances are properly controlled, compliant, and aligned with organizational strategy under the leadership of the CFO. The Finance Manager must support planning and decision-making with strong financial analysis and ensure that all financial affairs follow applicable laws, regulations, donor rules, and internal guidelines.
Key Responsibilities:
- Budgeting and planning: Prepare and manage annual budget estimates for Government of Sindh shares and foreign partners in accordance with Sindh budgeting rules and regulations.
- Cash forecasting and fund management: Work with the project team to coordinate advance requests, replenishments, and direct payments; manage project funds, including coordination with the National Bank of Pakistan and the Asian Development Bank (ADB) for timely fund flows to the assignment account.
- Payment processing and expenditure control: Ensure compliance with internal control frameworks, operations manuals, SOPs, fiduciary guidelines, and donor rules. Verify that all payments meet eligibility requirements, approvals, and no-objection clearances from development partners.
- Accounting and record management: Maintain accurate and complete books of accounts in line with IPSAS, SECP requirements, and donor reporting standards.
- Financial reporting: Prepare monthly and quarterly financial statements, donor reports, and cash-basis statements for submission to auditors and stakeholders.
