The Public–Private Partnership (PPP) Node, Local Government & Housing Town Planning Department, Government of Sindh invites applications from talented professionals to join its growing team on a three-year, market-based contract (extendable on performance and need). Roles span leadership, finance, engineering/technical delivery, program management, and support functions. The PPP Node delivers complex, public-interest projects through private investment and performance-driven partnerships across municipal services, housing & town planning, solid waste, water & sanitation, urban roads, streetlights, digital PPPs, and social infrastructure.

What you’ll do — Role expectations

Senior/Director — Finance

  • Build bankable financial models (debt/equity, tariffs, availability payments, viability gap funding).
  • Conduct VfM, Public Sector Comparator (PSC), fiscal risk and contingent liability analyses.
  • Lead the procurement finance track: RFQ/RFP financial sections, investor roadshows, bid conferences, and negotiation support through award/financial close.
  • Coordinate with Finance Department, P&D, and development partners on funding structures/grants.
  • Monitor contract performance: payment mechanisms, indexation, clawbacks/penalties, and audits.

Senior/Director — Technical

  • Direct feasibility studies, technical due diligence, and options analysis.
  • Draft output/performance-based specifications, KPIs, and testing/acceptance regimes.
  • Review designs, costings, BoQs, and O&M strategies for lifecycle value.
  • Provide owner’s engineer oversight during construction/operations; manage independent engineer inputs.
  • Validate HSE/ESG compliance, resettlement/environmental safeguards as required.

Assistant Directors (Finance/Technical)

  • Support directors across project identification, screening, and procurement; prepare briefing notes, evaluation reports, and contract schedules.
  • Maintain risk registers, stakeholder trackers, and dashboard reporting.
  • Assist with transaction structuring, site due diligence, and grant/VGF documentation.

Management Trainees & Support Roles

  • Research best practices, compile case studies, manage document control, minutes, and trackers.
  • For Computer Operator/Dispatch: maintain e-office, registers, and timely file movement; ensure audit-ready documentation.
  • Drivers/Office Support: ensure safe transport, office upkeep, meeting readiness, and logistics.
