Job Announcement: Government of Sindh – Finance Department Vacancies

The Finance Department, Government of Sindh, invites applications for various positions in the Public Financial Management (PFM) Unit on a contract basis for a period of three (3) years. Job Summary

The Finance Department is hiring for multiple roles, including PEM Specialist (Planning & Budgeting), PEM Specialist (Audit & Accounts), Junior PEM Specialist (Planning & Budgeting), Junior PEM Specialist (Audit & Accounts), and SAP-FICO & HCM Functional Specialists. These positions are open to professionals with expertise in public financial management, auditing, budgeting, and SAP-based financial systems. Candidates will work collaboratively to improve financial governance, planning, and reporting in Sindh.

Job Responsibilities

  1. PEM Specialist (Planning & Budgeting):
    • Coordinate with stakeholders for implementing Public Financial Management reforms.
    • Conduct budget analysis, trend studies, and expenditure evaluations.
    • Support departments with KPI alignment and SAP-based financial reporting.
  2. PEM Specialist (Audit & Accounts):
    • Assist in compliance with regulatory frameworks, IPSAS, and PEFA standards.
    • Collaborate with Finance Department for audit responses and multi-year sector plans.
    • Perform trend analyses for expenditure evaluation.
  3. Junior PEM Specialist (Planning & Budgeting):
    • Conduct research on government policies and budgets.
    • Develop analytical reports for performance-based budgeting.
    • Support project planning and data collection.
  4. Junior PEM Specialist (Audit & Accounts):
    • Consolidate and analyze budget proposals.
    • Provide training to enhance the capacity of government officers.
    • Assist in reviewing fiscal policies and procedures.
  5. SAP Functional Specialists (FICO & HCM):
    • Develop and manage SAP systems for financial and human capital management.
    • Provide periodic SAP training and support to Finance Department staff.
    • Ensure system accuracy, data monitoring, and compliance with reporting standards.

Salary and Benefits

  • Contract duration: Initial three years, extendable upon satisfactory performance.

Eligibility Criteria

  • Educational Qualification: Minimum 2nd Division/Master’s degree or professional certifications (CA/ACCA/SAP).
  • Experience: Relevant experience ranging from 2 to 12 years based on the position.
  • Skills: Strong analytical, quantitative, and communication skills; proficiency in MS Office and SAP systems.
