Project-Based Specialist & Officer Roles – Food Security, Manpower, Blue Economy, Minerals, Creative Industries & Communications at NETU, Ministry of Planning, Development & Special Initiatives
The Ministry of Planning’s National Economic Transformation & 5Es Unit (NETU) is hiring six specialists—Food Security, Manpower, Blue Economy, Mineral, Creative Industry, and two Communication & Outreach Officers—for a two-year Islamabad contract (extendable one year) that pays at the PPS-8/9 grade and is open to experts aged up to 50 with an HEC-recognised PhD plus three years’ experience, or a master’s plus seven in the relevant sector. From designing climate-smart agriculture programs to crafting blue-economy export strategies and driving nationwide creative-industries policy, you’ll work at the center of Pakistan’s Enterprise, Education, Employment, Equity and Environment (5Es) agenda, partnering with the World Bank, ADB and UN agencies to turn research into flagship projects.

NETU collaborates with the World Bank, Asian Development Bank, UN agencies, and domestic stakeholders to design flagship programs, mobilize financing, and monitor impact. Specialists and Officers at NETU play a central role in policy research, project design, implementation oversight, and stakeholder engagement, contributing directly to Pakistan’s Vision 2025 and beyond.
