The Planning & Development Department, Government of Sindh, through the Project Coordination & Monitoring Unit / Directorate of Sindh Water Sector & Barrages Improvement (PCMU–SSU), invites applications from motivated professionals for project-based contractual staff. Positions are spread across the Shared Services Unit (SSU), the Resettlement & Rehabilitation Unit (R&RU) for Sindh R&R Policy-2023, and the Recovery & Reconstruction Unit (RRU-4RF). Roles include Junior Specialist (Finance; E&S; Project Management; Communication; HRM), Economist/Analyst, Assistant Director (Coordination), Director/Deputy Director/Assistant Director (Resettlement & Social Development; Livelihood & Capacity Development), Deputy Director/MIS Expert, Deputy Director/M&E Specialist, and Research Associate/Assistant (multiple posts). Duty station: Karachi, Sindh (with field work as required).

2Junior Specialist (Environment & Social – E&S)7Graduate in Environmental Science/Engineering or Social Sciences (Sociology); Master’s considered an advantage3+ years in environmental & social management; knowledge of local E&S rules/procedures and international donor safeguards; strong computer use, report writing, and communication with local-language proficiency.
3Junior Specialist (Project Management)7Master’s in Project Management from HEC-recognized institute3+ years with project management & data analysis tools; excellent report writing/communications; local-language knowledge.
4Junior Specialist (Communication)7Bachelor’s in Media Sciences/Mass Communication or equivalent; Master’s preferred3+ years in social media, newsletters, website content; strong reporting and communications skills with local-language knowledge.
5Economist/Analyst8Advanced degree in Economics/Agriculture Economics/Commerce/Statistics/Mathematics/Business Administration5+ years post-qualification in the relevant field.
6Assistant Director (Coordination)7Bachelor’s from HEC-recognized University3+ years general experience in coordination/administration.

8Director (Resettlement & Rehabilitation)10Master’s in Social Sciences (preferably Sociology/Anthropology/Economics)10+ years relevant experience (including 5+ years at senior level) in resettlement & rehabilitation; in-depth knowledge of land acquisition, population displacement, IFI guidelines, and R/R Action Plans; demonstrated leadership; strong computer & reporting skills; English and local-language proficiency.
9Deputy Director (Resettlement & Social Development)8Master’s in Social Sciences (Sociology/Anthropology/Economics)5+ years implementing resettlement/rehabilitation/community development; donor-funded project exposure preferred; strong leadership, communication, computer and report-writing skills.
10Assistant Director (Resettlement, Livelihood & Capacity Development)7Bachelor’s in Social Sciences or related3+ years in social mobilization, capacity building, community development, R&R; proficient in computer use, English and local languages.
11Deputy Director / MIS Expert8Master’s in Computer Science/Computer Engineering/Software Engineering/MIS/IT5+ years including data centre leadership; hands-on dashboard development; large-scale, multi-partner IT/MIS operations; donor-project experience preferred; strong leadership and reporting.
12Deputy Director / M&E Specialist8Master’s in Management or Social Sciences (preferably Economics or Project Management)5+ years in M&E within public sector/development; M&E system design (results frameworks, indicators, theory of change), planning and implementation; experience with federal/provincial programs & foreign-funded projects; stakeholder communication and risk management skills.
13Research Associate/Assistant (four posts — RRUs R&RP & 4RF)6Bachelor’s from HEC-recognized instituteExperience in data collection & analysis preferred; computer literacy essential.
