The Federal Board of Revenue (FBR), Government of Pakistan — Revenue Division — invites Expressions of Interest (REOI) from experienced professionals to serve as individual consultants under the Pakistan Raises Revenue Program (PRRP), a World Bank–financed initiative (Loan/Credit/Grant No. 6435-PK). The hiring is for Islamabad-based roles with field coordination as needed. Positions include: Senior HR Expert (Team Lead), HR Expert, HRMS Expert, Training & Development Expert, and Junior Associate (HR Data Analytics). These are consultancy assignments focused on human resource reform, HR policy, HRMS/ERP implementation, training systems, analytics, and change management in a large public-sector organization.

This REOI targets highly qualified candidates with 15+ / 12+ / 10+ / 8+ years of relevant experience for senior roles and a strong quantitative profile for the junior associate track. Duty station is FBR House, G-5/1, Constitution Avenue, Islamabad, with deliverables aligned to World Bank–financed public-sector reform standards. 📍

ℹ️ These roles are deliverables-based consultancy assignments under PRRP. Remuneration will be competitive and commensurate with expertise, in accordance with Government/World Bank guidelines.

Senior HR Expert (Team Lead)

  • Lead the HR reform workstream and coordinate tasks across HR policy, workforce planning, performance systems, and training.
  • Drive stakeholder consultation with senior leadership; chair working groups; ensure alignment with public service rules and World Bank guidelines.
  • Oversee change management, risk management, and monitoring of HR KPIs; present progress to steering committees.
  • Review and sign off deliverables prepared by the HR Expert, HRMS Expert, and T&D Expert. 🧭

HR Expert

  • Draft and update HR policies, SOPs, job descriptions, competency frameworks, and internal controls.
  • Design workforce planning tools: sanctioned/working strength, skills mapping, succession planning, and internal mobility rules.
  • Implement performance management models (KPIs/OKRs) with robust appraisal forms and calibration; integrate with HRMS.
  • Support grievance and ethics protocols, gender equity initiatives, and capacity-building sessions on HR operations. 📘

HRMS Expert

  • Conduct business process mapping; finalize To-Be process design; configure HRMS/ERP modules.
  • Manage data migration, quality assurance, testing (SIT/UAT), and cut-over plans; integrate with payroll/finance systems.
  • Develop dashboards (e.g., attrition, training coverage, vacancy ratios, time-to-hire, performance distributions).
  • Deliver training to administrators, power users, and end users; prepare user and technical documentation. 💻

Training & Development (T&D) Expert

  • Prepare training needs assessment (TNA) and L&D strategy; design curricula, manuals, and e-learning modules.
  • Build a cadre of trainers, establish training calendars, and roll out blended learning (classroom + LMS).
  • Institute evaluation frameworks (Kirkpatrick Levels 1–4, ROI) to track learning outcomes and workplace impact.
  • Ensure inclusivity, accessibility, and adult-learning best practices. 🎓

Junior Associate — HR Data Analytics

  • Prepare data sets, build analytics models in Excel/Python/STATA, and generate periodic management reports.
  • Support dashboard refresh cycles, QA checks, and documentation; assist workshops and cross-team coordination.
  • Contribute to presentations for decision-makers; maintain version-controlled repositories of outputs. 📊
