The Walled City of Lahore Authority (WCLA) is hiring for an international, donor-supported initiative titled “Heritage & Urban Regeneration in Lahore Fort and its Buffer Zone – Tourism & Local Economic Development in Lahore Fort and Buffer Zone.” The project is supported by the Agence Française de Développement (AFD) and the Government of the Punjab. A dedicated Project Management Unit (PMU) under WCLA invites applications from Punjab-domiciled candidates for multiple contract positions in Lahore:

These project jobs are lump-sum, non-pensionable, non-transferable, and project/post-specific with no claim to regularization. Initial contracts will be for two years (extendable or reducible by the competent authority).


Introduction

Lahore Fort and its surrounding Buffer Zone are among Pakistan’s most significant heritage assets. This PMU will scale up conservation and visitor-experience improvements, reconnect the fort with the walled city, and introduce new tourism amenities. The roles below are designed to combine heritage conservation, financial stewardship, design and engineering, and community outreach so the program can deliver safe, accessible, and sustainable heritage tourism.

Degrees must be from reputable/recognized institutions. Experience is post-qualification. Age is counted on the closing date. Salaries shown are lump-sum (inclusive of allowances) with annual increment as per Government of the Punjab notifications.

What you’ll actually do (plain-English snapshots)

  • Project Coordinator/Conservationist: Lead day-to-day execution of conservation packages, supervise consultants/contractors, enforce specifications and conservation ethics, monitor progress against Gantt/BoQ, and report to the Project Director and donors. You’ll ensure safeguards, safety, and visitor-flow management are embedded in delivery.
  • Deputy Manager (Admin & Finance): Own budget control, disbursements, audit readiness, and documentation. You’ll coordinate with procurement, engineering, and site teams so payments reflect verified progress, and all records meet international accounting standards.
  • Assistant Manager (Finance): Prepare financial statements, manage ledgers, help with bank reconciliations and IFRs, maintain vouchers, and support internal/external audits. Accuracy and timeliness are essential.
  • Assistant Architect: Prepare drawings, shop-drawing reviews, measurement sheets, and heritage-sensitive details. You will align design decisions with conservation charters and visitor-experience objectives and coordinate with Sub-Engineer for MEP compatibility.
  • Sub-Engineer (Electrical): Assist in electrical design reviews, site testing, quality checks, and as-built documentation; manage load calculations, panel schedules, lighting for heritage settings, earthing, and safety compliance.
  • Field Activist: Support community engagement, crowd management during works, conduct awareness sessions for vendors/residents, assist in surveys, and provide feedback to the PMU on issues affecting access or livelihoods.
  • Driver: Ensure safe, punctual mobility for officials, maintain logbooks, and coordinate with admin for vehicle maintenance and fuel records.
  • Office Boy: Maintain meeting rooms, serve visitors, manage office errands, and assist with basic record movement.
