Openings include Well-Being & Nutritional Specialist (PPS-09) and Assessment Specialist/Consultant (PPS-09), to be engaged on a contract basis in Karachi, Sindh. About the Reform Support Unit (RSU), School Education & Literacy Department, Government of Sindh
The Reform Support Unit (RSU) is the technical and coordination arm of the School Education & Literacy Department (SE&LD), Government of Sindh. RSU leads sector reforms, systems strengthening, and delivery improvements across the province’s public education system. Through World Bank-financed operations like ASPIRE, RSU drives planning and policy execution on curriculum, classroom practices, school infrastructure, teacher development, student well-being and nutrition, and learning assessment. The Unit collaborates closely with federal/provincial agencies, development partners, district education offices, and community stakeholders to improve access, equity, and learning outcomes for children in Sindh.
Role-by-Role Overview
1) Well-Being & Nutritional Specialist (PPS-09)
Core Purpose
Lead the design and roll-out of student well-being and nutrition strategies aligned with ASPIRE and Sindh’s sector priorities. The specialist will translate evidence into nutrition plans, protocols, and feasible delivery models, strengthen school-level practices, and build capacity of field staff.
Key Responsibilities
- Develop a provincial well-being and nutrition plan for schools, including policy notes, SOPs, and district implementation roadmaps.
- Provide technical guidance on diet diversity, micronutrient needs, and maternal & child health linkages relevant to school-age children.
- Support integration with WASH, health screenings, deworming drives, and psychosocial support initiatives where relevant.
- Create monitoring indicators and tools to track reach, coverage, and quality; coordinate routine data reviews with districts.
- Conduct training for education officials, head teachers, and field teams on nutrition messaging, screening, and referral pathways.
- Lead multi-stakeholder coordination (policy makers, technical partners, NGOs) and draft high-quality reports and policy briefs.

2) Assessment Specialist/Consultant (PPS-09)
Core Purpose
Strengthen the assessment ecosystem for Sindh’s school system—building frameworks, item banks, test blueprints, and implementation plans that align with provincial standards and international good practice.
Key Responsibilities
- Design and operationalize assessment frameworks for multiple grades/subjects; develop specifications and test blueprints.
- Lead the creation and validation of item banks (MCQs/CRQs), scoring guides, and standard-setting approaches.
- Plan and supervise large-scale administration, sampling, logistics, and data security protocols in coordination with districts.
- Oversee psychometric analysis, including item analysis and reliability checks; interpret results for policy action.
- Map synergies with NAT, TIMSS, PISA, and provincial exams to ensure coherence and comparability.
- Prepare technical reports, policy notes, and presentations for senior government forums and development partners.
