Individual Consultants — Punjab Clean Air Program (PCAP), Transport & Mass Transit Department, Government of Punjab (World Bank–Financed)
The Program Implementation Unit (PIU) of the Punjab Clean Air Program (PCAP), housed in the Transport & Mass Transit Department (T&MD), Government of Punjab, invites Expressions of Interest (EOIs) from highly qualified professionals for individual consultant positions in Lahore, Punjab. This World Bank–supported initiative focuses on cleaner transport, lower emissions, and better air-quality management across the Lahore Division.
Job Position Detail
The detailed Terms of Reference (TORs) with exact education/experience requirements can be downloaded from the T&MD website. The summary below is provided to help candidates self-assess quickly; final screening will strictly follow the TORs. ✅

| 2 | Electric Vehicle (EV) Specialist | Advises on EV policy roadmaps, charging infrastructure siting, interoperability, tariff design, and safety standards. Usually an engineer/energy systems professional with solid EV/charging program design experience and knowledge of international best practices. |
| 3 | Automotive Engineer | Provides technical review of vehicle emission standards, inspection & maintenance (I/M) protocols, and retrofits; supports test-procurement specs for equipment. Background in automotive/mechanical engineering with emissions/I&M exposure preferred. |
| 4 | Procurement Specialist | Runs end-to-end World Bank procurement for goods, non-consulting services, and consulting assignments—plans, REOIs/RFPs, bid evaluations, and contract management; ensures compliance and documentation. Usually 8–10+ years of WB/ADB/GCF procurement on IPF projects. |
| 5 | Financial Management Specialist | Sets up/discharges project FM arrangements: budgeting, cash management, internal controls, IFRs, and audit coordination as per WB FM Manual. Chartered/Cost Accountant or Master’s in Finance/Accounting with strong donor FM experience. |
| 6 | Management Accountant | Supports budgeting, cost tracking, variance analysis, and financial reporting; strengthens grant disbursement and asset registers. Professional certification/part-qualified CA/CMA/ACCA with public-sector or donor analytics experience is ideal. |
| 7 | Environment Specialist | Leads environmental screening, ESMPs, monitoring, and compliance with ESF/ESS and national regulations; designs mitigation for air, noise, and waste management. Advanced degree in Environmental Sciences/Engineering with field audit/ESMP experience. |
| 8 | Monitoring & Evaluation (M&E) Specialist | Develops results framework, indicators for PM2.5 reduction and transport reforms, baseline/endline surveys, dashboards, and periodic performance reviews; supports third-party validation. Degree in Economics/Statistics/Policy with robust M&E toolset. |
| 9 | Social Safeguard & Gender Specialist | Manages stakeholder engagement, GRMs, social assessments, SEA/SH risk mitigation, inclusion planning, and gender-responsive actions; ensures ESF social compliance. Social Sciences/Development Studies with proven social risk management. |
| 10 | Communication & Marketing Specialist | Crafts behavior-change communication (BCC) for cleaner transport and air-quality awareness; media plans, content, events, and digital campaigns; manages brand integrity. Communications/Media/Marketing background with public program experience. |

| 12 | Accounts Officer | Day-to-day accounting, vouchers, bank reconciliations, payroll/TA, and support to the FM team; ensures audit-ready ledgers and filing. Bachelor’s/Master’s in Accounting/Finance; public-sector accounting familiarity preferred. |
| 13 | Admin Officer | Office administration, logistics, record management, meeting support, fleet and assets oversight; assists with HR/coordination. Graduate with strong organization and government office procedures exposure. |

How to Apply: Process
Step 1 — Read the TORs carefully ✅
Visit transport.punjab.gov.pk and download the TOR for the position you intend to apply for. Confirm required education, experience, assignment duration, deliverables, and evaluation criteria.
Step 2 — Prepare your EOI package 📝
Compile one Expression of Interest addressing the TOR requirements, plus:
- Updated CV highlighting relevant years in the subject field (clearly stated at the top).
- Copies of educational degrees, professional certifications, and experience letters.
- CNIC copy.
- Any registration/membership (where applicable).
