The Public-Private Partnership (PPP) Unit, Finance Department, Government of Sindh, through IBA Karachi, is seeking highly skilled professionals for multiple market-based positions. The job appointments are on a two-year contract, with the possibility of an extension based on performance, following Sindh PPP Unit (HR) Policy and Guidelines.

Available Positions & Requirements

1. Director (Finance) – 03 Positions

✅ Age Limit: Up to 45 years
✅ Qualification:

• Master’s/Bachelor’s in Finance/Business Administration (Finance) (Min 2.0 CGPA or 2nd Division from HEC recognized institute).
• CA, ACCA, CFA, ICMA (Qualified) preferred.
  ✅ Experience:
• At least 8 years in corporate banking, investment banking, financial advisory, project finance investment research, or PPP projects.
  ✅ Skills:
• Strong financial modeling & transaction handling expertise.
• Proficiency in MS Office & analytical thinking.

2. Deputy Director (Technical) – 01 Position

✅ Age Limit: Up to 40 years
✅ Qualification:

• Master’s/Bachelor’s in Civil Engineering (Min 2.0 CGPA or 2nd Division from HEC recognized institute).
• MBA is an added advantage.
  ✅ Experience:
• 8+ years of relevant infrastructure project experience in PPP projects.
  ✅ Skills:
• Strong knowledge of feasibility studies, technical reports, project structuring, and hydraulic modeling.

3. Assistant Director (Finance) – 02 Positions

✅ Age Limit: Up to 35 years
✅ Qualification:

• Master’s/Bachelor’s in Finance/Business Administration (Finance) (Min 2.0 CGPA or 2nd Division from HEC recognized institute).
• CA, ACCA, CFA, ICMA preferred.
  ✅ Experience:
• 3+ years of relevant corporate finance, banking, investment, or project finance experience.
  ✅ Skills:
• Financial modeling, transaction structuring, corporate documentation.

4. Assistant Director (Contract Management) – 01 Position

✅ Age Limit: Up to 35 years
✅ Qualification:

• Master’s/Bachelor’s in Business, Law, Contract Management, or related fields (Min 2.0 CGPA or 2nd Division from HEC recognized institute).
  ✅ Experience:
• 3+ years of experience in contract management, project agreements, and compliance.
  ✅ Skills:
• Strong understanding of contract structuring & public procurement laws.

5. Director (Technical) – 01 Position

✅ Age Limit: Up to 45 years
✅ Qualification:

• Master’s/Bachelor’s in Civil Engineering (Min 2.0 CGPA or 2nd Division from HEC recognized institute).
• MBA preferred.
  ✅ Experience:
• 8+ years of verifiable experience in civil infrastructure and PPP projects.
  ✅ Skills:
• Technical feasibility assessment, project structuring, and project execution expertise.

6. Assistant Director (Legal) – 02 Positions

✅ Age Limit: Up to 35 years
✅ Qualification:

• LLB/LLM or Law Degree (Min 2.0 CGPA or 2nd Division from HEC recognized institute).
  ✅ Experience:
• 3+ years of corporate legal experience in contract law, drafting, and negotiations.
  ✅ Skills:
• Strong legal drafting, compliance, and advisory expertise.

7. Assistant Director (Compliance) – 01 Position

✅ Age Limit: Up to 35 years
✅ Qualification:

• Master’s/Bachelor’s in Procurement, Supply Chain, or Business Administration (Min 2.0 CGPA or 2nd Division from HEC recognized institute).
  ✅ Experience:
• 3+ years in procurement, regulatory compliance, and contract execution.
  ✅ Skills:
• Procurement laws & governance expertise.

8. Assistant Director (Communication) – 01 Position

✅ Age Limit: Up to 35 years
✅ Qualification:

• Master’s/Bachelor’s in Communication, Public Relations, Journalism, or Marketing (Min 2.0 CGPA or 2nd Division from HEC recognized institute).
  ✅ Experience:
• 3+ years in corporate communications, public relations, or government project communication.
  ✅ Skills:
• Excellent content writing, media relations, and digital communication expertise.
