The Government of Pakistan’s Planning Commission, Ministry of Planning, Development & Special Initiatives, invites applications from qualified Pakistani nationals for three high-impact roles under the “National Economic Transformation & 5Es Unit (NETU)”. Vacancies include Climate Change Specialist, Monitoring & Evaluation (M&E) Officer, and Information Technology Specialist—all based in Islamabad on a contract (initial two years, extendable by one year on performance). These senior technical positions align with the federal mandate to accelerate economic transformation, exports, e-governance, and climate resilience across Pakistan.

Role Descriptions & Expected Outcomes

1) Climate Change Specialist (PPS-8/9)

Purpose: Anchor the Environment & Climate Change pillar in NETU by integrating climate adaptation, mitigation, and resilience across federal programs, particularly food security and sustainable agriculture.

You will:

  • Lead design of climate-smart agriculture pilots (water efficiency, drought-tolerant crops, regenerative practices).
  • Develop MRV (measurement, reporting, verification) frameworks for adaptation outcomes; align with NDMA, MoCC, and provincial departments.
  • Prepare project concept notes/PC-1 inputs, climate risk assessments, and cost–benefit analyses for investments.
  • Coordinate with development partners on green financing, carbon markets readiness, and nature-based solutions.
  • Translate science into actionable policy and field protocols, ensuring gender-inclusive and youth-focused approaches.

Profile fit: A practical researcher-programmer who can bridge science and implementation, comfortable with data, stakeholder engagement, and government procedures.


2) Monitoring & Evaluation Officer (PPS-8/9)

Purpose: Build a robust M&E system for NETU, turning reforms and pilots into measurable results with clear communication to citizens and stakeholders.

You will:

  • Design logical frameworks, results chains, and KPIs for each 5Es workstream.
  • Lead baseline, midline, and endline assessments; manage dashboards for real-time performance tracking.
  • Drive evidence communication—policy briefs, performance scorecards, and outreach materials—across digital and traditional channels.
  • Standardize data quality assurance (DQA), evaluation protocols, and lessons-learned repositories for scale-up.
  • Work with federal/provincial counterparts to embed a culture of accountability and result-based management (RBM).

Profile fit: Methodical and communicative; strong grip on statistics, survey methods, and storytelling so that numbers inform decisions.


3) Information Technology Specialist (PPS-8/9)

Purpose: Harness technology to boost exports, improve trade facilitation, and support digital government objectives.

You will:

  • Assess and modernize trade-related IT systems (single window integrations, API standards, data exchange with customs/commerce).
  • Prototype interoperable platforms to reduce paperwork, accelerate approvals, and improve compliance for exporters and SMEs.
  • Implement cybersecurity, data governance, and open data practices that encourage innovation while safeguarding privacy.
  • Support analytics, BI dashboards, and AI/ML-ready datasets (e.g., export trends, productivity indicators) for policy units.
  • Coordinate with FBR, Pakistan Single Window (PSW), Commerce Division, and private sector chambers to ensure adoption.
