Urban & Infrastructure Specialists, Land Resettlement Specialist & Assistant Director IT — Pakistan Urban Planning & Policy Centre (PUPPC), Planning Commission, Islamabad
The Government of Pakistan — Planning Commission, Ministry of Planning, Development & Special Initiative (MoPD&SI) is hiring experienced professionals on a project basis for the Pakistan Urban Planning & Policy Centre (PUPPC). The positions support the PSDP project “Capacity Building and Institutional Strengthening of MoPD&SI.” Roles include Urban & Regional Planning Specialist (PPS-9), Urban Infrastructure Specialists (PPS-9), Land Management & Resettlement Specialist (PPS-9), and Assistant Director – Information Technology (PPS-?). Appointments are initially for two years, extendable subject to performance and project continuity. Duty station is Islamabad (Pak Secretariat) with coordination across provinces as needed.

What You’ll Do (Role Highlights)
Urban & Regional Planning Specialist
- Lead preparation of national and city-level spatial strategies, growth corridors, and structure plans that balance housing, jobs, public transport, and green-blue networks.
- Develop policy briefs on urban governance, municipal finance, and land use controls; advise on regulatory updates and institutional coordination.
- Review PC-I/PC-II submissions for alignment with Vision 2025/SDGs, climate commitments, and inclusive growth principles.
- Build capacity of provincial and city planning units through workshops, toolkits, and mentoring of young planners.
- Oversee geospatial analysis, scenario modeling, and evidence packs for the Planning Commission and federating units.
Urban Infrastructure Specialists
- Appraise feasibility studies for water supply, sewerage, drainage, solid waste, urban roads, and mass transit; stress-test proposals for climate resilience and O&M sustainability.
- Define service level benchmarks, lifecycle cost models, and value for money approaches for public and PPP investments.
- Coordinate with provincial departments, utilities, and regulators to standardize specifications and reporting templates.
- Introduce data-driven maintenance and NRW (non-revenue water) reduction playbooks; support contract management and performance audits.
- Prepare implementation roadmaps with risk registers, environmental management actions, and phased funding plans.
Land Management & Resettlement Specialist
- Draft Land Acquisition and Resettlement Plans (LARPs/RAPs) consistent with Pakistani law and, where applicable, development partner standards.
- Establish cadastral and asset registers, valuation methodologies, and transparent entitlement matrices; guide grievance redress committees.
- Map informal settlements and right-of-way encroachments, propose realistic relocation strategies, and safeguard vulnerable groups.
- Train implementing agencies on consultation protocols, livelihood restoration, and monitoring & evaluation of social impacts.
- Produce due diligence reports to unlock financing while protecting rights and ensuring compliance.
Assistant Director – Information Technology
- Maintain PUPPC’s secure IT environment: identity/access management, backup, endpoint hardening, and incident response coordination.
- Build dashboards and MIS for project tracking—pipeline, approvals, KPIs, and geographic coverage—ensuring data integrity and usability.
- Champion collaboration tools (document management, version control, meeting platforms) and deliver concise trainings to staff.
- Assist in drafting IT policies/SOPs, vendor TORs, and acceptance tests; evaluate proposals against performance and security criteria.
- Support open data and visualization for public-facing reports while enforcing privacy and information governance standards.
