Legal Counsel / Law Firm – Pakistan Council of Architects and Town Planners (PCATP)


The Pakistan Council of Architects and Town Planners is inviting law firms with at least a decade of public-sector experience to look after its legal needs—everything from reviewing contracts and writing bylaws or MoUs to appearing for the council in civil courts, the four provincial High Courts, and the Supreme Court. Firms must keep an office in Islamabad, show 10 years of public-sector or regulator work, and field advocates licensed for the Supreme Court. Send two sealed envelopes—one Technical Proposal, one Financial Proposal—to the Registrar, PCATP, 15-M Mauve Area, G-8/1 Islamabad. Include firm profile, client list, lawyers’ CVs, tax and practice certificates, and an affidavit confirming no conflicts or blacklisting. Submissions that arrive after the stated deadline or lack any document will be returned unopened.


🧾 Scope of Legal Services Required

Selected law firms or legal advisors will provide comprehensive support to PCATP, including but not limited to:

✅ Advising on matters related to:

  • Administrative, regulatory, and statutory procedures
  • Contract drafting, vetting of legal documents (MoUs, regulations, notices, bylaws, etc.)

✅ Representing PCATP in:

  • Judicial, quasi-judicial, and regulatory forums
  • Civil courts, High Courts, Supreme Court, and other tribunals

✅ Providing:

  • Timely written and verbal legal opinions
  • Legal support for responding to legal queries raised by the public or courts
  • Legal compliance assessments of PCATP policies and bylaws
  • Coordination with provincial counsel for legal matters in respective regions

📋 Eligibility Criteria

Legal firms/advisors must:

  • 🏛️ Be registered with a principal office or operational branch in Islamabad
  • 📅 Have at least 10 years of experience in administrative and service law
  • 📚 Demonstrate experience representing public sector organizations or regulators
  • ❌ Not be blacklisted or under investigation by any authority
  • 🔐 Maintain conflict-of-interest transparency
  • 📄 Submit required documentation: registration, client list, certifications, legal experience profile, and conflict of interest declaration

  • Stakeholder satisfaction
  • Professional communication

KPIs and frequency of review will be finalized post-selection.
