The Islamabad Healthcare Regulatory Authority (IHRA) invites accomplished leaders to apply for the position of Chief Executive Officer (CEO) in Islamabad Capital Territory (ICT). This is a contract appointment for three (03) years (extendable, subject to approval and performance) with a market-based, competitive salary package. The CEO will report to the IHRA Board of Authority and lead the Authority’s mission to ensure quality, safety, and accountability across healthcare establishments at the primary, secondary, and tertiary levels in both public and private sectors.

Key Responsibilities (as per IHRA Act 2018)

The CEO is also the Secretary to the IHRA Board and, under the Board’s supervision and delegated powers, will:

  1. Lead Administration & Operations
    Manage the administration, operations, and functions of the Authority; ensure policy compliance and timely execution of strategic initiatives.
  2. Principal Accounting Officer
    Act as the principal accounting officer—responsible and accountable for management of IHRA’s funds and assets; embed robust internal controls and financial discipline.
  3. Strategy & Planning
    Prepare and present to the Board the Authority’s strategic and operational plans for review and approval; translate these plans into measurable programs and KPIs.
  4. Board Support & Policy Execution
    Assist the Board in strategic thinking, policy formulation, and implementation; ensure statutory compliance and timely reporting.
  5. Financial Stewardship
    Safeguard the financial health of the Authority; uphold transparency in budgeting, procurement, and audit responses.
  6. Public Voice of the Authority
    Act as spokesperson, communicating clearly with healthcare establishments, practitioners, patients, media, and government stakeholders.
  7. People Leadership
    Provide direction to senior management and motivate staff across directorates; foster a culture of ethics, performance, and service to citizens.

Who should apply (Eligibility & Ideal Profile) ✅

  • Experience: Minimum 15 years in one or more of the following: hospital or public administration, public health, medicine, accounting/finance, law or regulation, or a closely related field.
  • Education: Advanced academic credentials; higher qualifications in law, management, and/or clinical/medical disciplines will be given preference.
  • Government Know-How: Demonstrated understanding of Government procedures, rules, and regulations.
  • Healthcare Lens: Prior healthcare sector experience—clinical, regulatory, or managerial—will be considered a distinct advantage.
  • Leadership Strength: Proven competency in governance, policy execution, stakeholder management, financial stewardship, and change leadership.
  • Integrity & Compliance: Clean professional track record; full adherence to IHRA Act 2018, public-sector ethics, and conflict-of-interest safeguards.
