The Project Management Unit – Balochistan Education Support Program (PMU-BESP), under the School Education Department, Government of Balochistan, invites Expressions of Interest from seasoned professionals to serve as individual consultants on a donor-funded portfolio that strengthens foundational learning and expands access at the early childhood and primary levels. Positions open in Quetta (with field travel across districts) include Monitoring & Evaluation Specialist, Education Specialist, Environmental Safeguards Specialist, Social Safeguards Specialist, Contract Management Specialist, and ICT Specialist. Engagements are consultancy based, aligned with the World Bank’s Procurement Regulations for IPF borrowers (Sixth Edition, February 2025), and performance driven.

📝 Note: All degrees must be HEC-recognized (or have equivalence). Field travel across Balochistan is expected for evidence gathering, supervision, and partner coordination.
What You’ll Do (role highlights)
Monitoring & Evaluation Specialist
- Design and operationalize an integrated M&E system aligned to program results, including logical frameworks, KPIs, and data pipelines that connect district education offices, schools, and the PMU dashboard.
- Lead the rollout of MIS-based tracking for enrollment, teacher professional development, ALP, and FLN indicators; set data quality standards and conduct routine DQA.
- Produce concise progress reports and policy notes that convert numbers into actionable insights; coach implementing teams to use data for decisions.
- Develop and cost evaluation designs (baseline, midterm, endline), and commission third-party studies where needed with ethical oversight.
Education Specialist
- Translate sector policies into district-wise delivery plans focusing on teacher training/CPD, competency-based assessment, and remediation strategies.
- Shape ALP and FLN toolkits with graded readers, teacher guides, and school-level monitoring aids; build capacity through classroom observations and feedback loops.
- Coordinate with PPIUs/DEOs, NGOs, and development partners to harmonize interventions, reduce overlaps, and scale what works.
- Prioritize inclusion: girls’ participation, children with disabilities, and hard-to-reach communities—with simple, measurable retention plans.
Environmental Safeguards Specialist
- Prepare screening matrices, ESMPs, and checklists tailored to school construction/rehabilitation and community-level works.
- Train PIUs and contractors on environmental clauses, waste management, noise/dust control, and safe material sourcing.
- Establish site audit protocols; document compliance with geo-tagged photos, field notes, and corrective actions.
Social Safeguards Specialist
- Conduct stakeholder mapping, inclusive consultations, and social risk assessments; draft SEP/GRM aligned with World Bank requirements.
- Advise on gender-responsive design, child safeguarding, and disability access.
- Track grievances to timely closure and publish periodic citizen engagement briefs.
Contract Management Specialist
- Prepare/quality-check bidding documents, RFPs, evaluation reports, and contract agreements for works, goods, and consulting assignments.
- Maintain contract registers, milestones, variations, and payment certificates; flag slippages early and drive remedial plans.
- Mentor PIU staff on World Bank procurement forms, TOR drafting, bid evaluation, and contract closure with complete audit trails.
ICT Specialist
- Architect a secure, scalable Education MIS that consolidates EMIS, teacher professional development, attendance, and learning assessment modules.
- Implement data governance, user roles, backup/restore, and cybersecurity controls; integrate analytics for school performance and equity gaps.
- Lead vendor management; document SOPs, conduct user trainings, and ensure uptime and help-desk responsiveness across districts.
