The Local Government, Elections & Rural Development Department (LGE&RDD), Government of Khyber Pakhtunkhwa invites applications from talented professionals having domicile of Khyber Pakhtunkhwa/Merged Areas for a range of project-based positions under the KP-RIISP initiative. Openings include Senior Finance Officer, Senior Capacity Development Officer, Environmental & Social Specialist, Capacity Development Officer, Lead IT Specialist, Senior MIS Officer, Database Officer, Database Developer, and MIS Officer. All posts are purely on contract, carry market-competitive terms, and are based at the Project Implementation Unit (PIU), Directorate General LG&RDD, Peshawar with field engagements across KP as required.

Job Positions & Core Eligibility

Age limits are calculated on the closing date. Degrees must be from HEC-recognized institutions. Only eligible, complete applications submitted through ETEA will be considered.

What Each Role Entails

Senior Finance Officer
Lead project finance, budgeting, cash flows, bank reconciliations, and donor reporting; ensure compliance with public financial management rules, audit requirements, and IFRS/IPSAS where applicable. Experience with ERP/financial software, procurement finance vetting, and grants management will make you stand out. ✅

Senior Capacity Development Officer
Design and manage large-scale training plans for diverse audiences across the Merged Districts, develop training curricula, oversee trainers, and verify outcomes through pre/post assessments. Strong stakeholder coordination with local governments, CSOs, and partner agencies is essential. 🧩

Environmental & Social Specialist
Prepare and implement ESMPs, conduct screening, and ensure compliance with national standards and donor safeguard frameworks. Guide contractors on HSE, grievance redressal, and meaningful consultations with communities, including women and vulnerable groups. 🌿

Capacity Development Officer
Support field mobilization and training rollouts, manage training logistics and documentation, and generate concise progress reports for the central M&E cell. Excellent presentation and reporting skills are crucial. 📚

Lead IT Specialist
Architect secure infrastructure for project data, oversee systems integration, and lead the IT team. Experience with cloud services, Govt. data standards, network security, and interoperability with partner systems will be valued. 🔐

Senior MIS Officer / MIS Officer
Develop and maintain the Management Information System, coordinate with program leads to finalize data schemas, dashboards, and user rights, and ensure data quality checks. Knowledge of SDLC, REST APIs, and analytics is a plus. 📊

Database Officer / Database Developer
Administer databases, configure replication/HA, design stored procedures, optimize queries, and enforce backup/DR policies. Strong grip on PostgreSQL/MySQL/NoSQL, indexing, and performance tuning is expected. 🗄️

Terms & Conditions (Read Carefully)

• Candidates will be provisionally allowed to appear in the ETEA screening test; detailed scrutiny will be carried out by the appointing authority. If found ineligible at any stage, the candidate will be disqualified.
• All applicants must first create a profile on ETEA’s website. After profile creation and before applying/depositing the fee, print the E-Sahulat token and get CNIC verification from any NADRA e-Sahulat franchise (Kiosk). Without this verification you cannot apply. ✅
• Before applying, read the detailed TORs, qualification and experience for each post on the LG&RDD or ETEA website.
• Appointment is under project policy and services may be liable to termination upon project closure or unsatisfactory performance.
• Screening test passing marks set by ETEA will apply (advert mentions 40%). Only shortlisted candidates will be called for interviews.
• Those working in Government/Semi-Government/Autonomous Bodies must apply through proper channel.
• Applicants may apply for more than one post separately; submit a distinct application and fee for each post.
• In case of a foreign degree, provide HEC equivalence.
• The competent authority reserves the right to increase/decrease the number of posts or cancel recruitment without assigning any reason.

How to Apply (ETEA Online Process)

Visit ETEA
Go to www.etea.edu.pk and apply online for the relevant post. New users should create a profile first.

Submit Online Form & Generate Slip
After successful online submission, the system will generate a prescribed online deposit slip (with token number, project code, and your personal information).

Pay the Application Fee
Deposit the non-refundable test fee using the options on the slip—commonly through Easypaisa, Agent JazzCash, or at UBL counters/agents as guided on the slip. Keep the original paid deposit slip and a clear copy for your record. 🧾

Keep Your Token Private
Do not share your generated deposit slip/token with anyone. After successful online apply, do not send documents to the ETEA office. Only shortlisted candidates will be asked to provide documents later.

Roll Number Slip & SMS Alerts
Eligible candidates will receive SMS to download and print their Roll No. Slip from etea.edu.pk. Use an active mobile number; changes are discouraged.
